what does it mean to conquer a city... i want to attack my neighbour who attacked me, but the bottom part of his flag has the name of an allience with whom my allience is friendly. Does this mean i am not supposed to attack them?

The flag in BD has 2 parts...or 2 half's...the top one is the name of the alliance you are currently in and the bottom one is the flag of the alliance that conquered a colony(if it is conquered)...
You can attack a conquered colony by any other player but you cannot conquer him unless it hasn't its bottom flag...
