I am asumeing you are refering to votes in the my alliance screen

votes in this screen are to decide who the leader of an alliance is. whoever has the most is the leader

You aren't stealing an alliance. You would have to convince more then half of the other alliance members to vote you as leader before you actually get the position. If they think you would be a better leader, you aren't stealing the alliance. You are just getting what the other alliance members think you deserve.
