please rate these stats on a scale of 10 when the world is at tick 238 (e5)

I think you are OK but maybe too many units killed on your part even if you did kill 300, you are building infantry right? Oh and DiD you do a group attack on aciident or something because if the units killed are all yours you're very lost way too many.

Can't really rate someone just by their stats... tells me a bit, but not much. Units recruited and lost could be inf just easily as it could be tanks, and max rank could very well be the rank he had at tick 1.

because the begining is easy for battles and you would need to have more units and batles for it to be a 10

Like Dawnice said it's hard to tell with just the stats. Only thing that really tells me anything is ops capped, rulers conquered, and wreckages captured.
Few ops taken, so unless you have been building a lot of your own ops, your gate/radar system (at least your part of it) is lacking. Its past tick 101 which is when conquers get released like crazy. 19 is only a small amount. you also have 0 wreckages capped, so that also tells me your gate system is lack luster.
I would say 3 or 4
