Everyone would be walking around with this and dual needles. Since needles don't use heat or energy, the pros would vastly outweigh the cons.

Sure, it only lasts 2 turns. But technically it's lasting 3 turns, because of the extra action points (2 action points = 1 turn normally, but using this 3 action points * 2 turns = 6 action points or 3 turns worth).
