A big no from me.
Essentially what you're doing here is making it so the only people who can spend the most, the fastest (Aegis, best, etc), are the only people who can use the best new mechs with the best new mythicals.
Remember when needle blasters a first came out? j^8 (Aegis) had an unstoppable, maxed fused mech within literally 24 hours. Now imagine no one else being able to use dual needle mechs. Pretty unfair, right?
The fact that we can copy others builds makes the game interesting, as sometimes, the only way to beat something is with itself, and maybe better fusion.
Without being able to copy, you're basically turning the game into a slaughter house, with the fastest spenders having the best mechs within a week, and leaving everyone else scrambling to fight back.

you would also severely limit your player base since there is only a certain amount of combinations possible for a viable mech (not (Want to be allies? Sometimes I like to pretend I am a princess riding a pony..)).
also consider this, since the introduction of 2v2s and 3v3s there has been more strategies on how to use the different builds (what order, which builds work together well etc.) and actualy the alltime best 3v3er fluffeh often has very unique builds often including the COL which had been laughed at in top level play for a long time and he pairs it with (Want to be allies? Sometimes I like to pretend I am a princess riding a pony..) like the heat dissolver and it works somehow. so I would deffinately dissagree that innovation at the top ranks is dead.
finally, people who copy builds of top players are typically not as invested in the game and spent most of their effort obtaining a "pro build" rather than thinking of their own and if you tell this sort of player that all their effort to obtain the heat shotgun and redrain at good fusion was futile they will likely quit the game.
I appreciate the sentiment behind the idea but I'd have to say no.

No. I like people who copy mechs. Makes it easier to build mech that crushes the one people copy. People who copy mechs aren't the people to make new mech ideas. It's always people who make new mechs that are at the forefront and top of rankings anyway.
