Well, you know, heat isn't a big problem, if you're a heat type versus a energy type your heat weapons will be unusable and you'll be quickly beat up.
U can still lose to an axe or double devastation swarm if your cooling is low.

while i do agree that better cooling needs to be made available to non-spenders i would like to say that 120+ cooling isn't quite needed. for example i fought a mech with dual lava spray and magma barrier. i have somewhere between 82 and 84 cooling (cant remember exactly) and i won the fight. how? i have a diamond shell with a shield (no repair drone, sad) and i just double cooled each turn till they ran out of moves. and no i was not on a cooling pad. after that all they could do was sit there while i blasted away at them. so while cooling does need to be more available it does not need to be at 120.
Your build would be an exception. It's very good against things with limited moves. However it's still VERY inconsistent and has many inherent problems so not many people play it. It's a bit of an outlier in this case.
Most, if not all heat players now need 120+ cooling to play vs other heat players. So do physical players. Without my 140 cooling i would be losing left and right to heat builds with lava sprays.
As previously mentioned, for electric builds with less than 100 cooling, it's a bit of a toss-up. Sometimes you'll be fine, some times you wont. For the sake of consistency you'll end up needing good cooling ESPECIALLY FOR 3V3.
My point still stands. You see very few builds without high cooling. You just auto lose to lavaspray.
