If you bought the tokens with Paypal, it may take some time for the order to be processed. The Admins have had this to say about it:

If it's not Paypal you bought the tokens with, please state what you used to buy them, and how long ago you made the order.

Also check on your payment method's site, if the order has been recognised, and if it gives a time for processing payments.
