Yes but you have to define where is the limit. I think there has to be a buffer period before new mythicals are release. It can quickly tip the game in favor of people who spend lots of money... Then people who don't spend or can't purchase tokens get the short stick. It crushes people who don't feel they have a chance unless they spend tokens to win. This combined with the new ranking and constant new mythicals is favoring p2w folks. (clan rewards are not as fast as buying boxes)
Right now, the game is only fun when you have a variety mythicals and lots of fusion. Many people can agree that they are "stuck" and can not progress.
