I'm fairly new to this game, but if i have 10 missile silo (I'm in ID0T, sub of IDOT), and a person from IDOT (Hope) takes them and downgrades them to gain resources (after IDOT told me to build them), isn't that farming??

Well it could've been a misunderstanding, one member wanted you to build nukes and asked you to and then the other didn't want nukes so close to their base and took them. If the same person that messaged you took them however it looks bad.

But this isn't called a misunderstanding, he asked Dj to build the outpost but Hope is taking them despite Dj.

That's what happen when you play too much BattleDawn. I have had Battle dawn to play which helped me work out anger, sadness and sickness.
I have lost a lot of friends because of my love to this game
I slacken off a lot at school and I did a lot of catching ups for my official exam
Hopefully I passed it and this is a very good achievement for 12.5 years old like me, 100% of students who have their formal review and official exams are 15.

Its weather you gave permission or not that determines if its farming or not. So if your allowing your main to take your op`s your guilty of farming. If not your main is not a good alliance to follow as they hold no respect for you.
