It depends on what chassis you are up against.
Chassis is what decides which weapon is most effective as concussive beats infantry, beam beats vehicles and explosives beat tanks.

Concussive does 100% damage to infantry, 50% to vehicles, and 25% to mechs/heavies/tanks. Beam does 100% damage to vehicles, 50% to tanks, and 25% to infantry. Explosive does 100% to tanks, 50% to infantry, and 25% to vehicles. Just to be clear the percentage is a percentage of the attack so for example if a unit has 4 attack points and it is concussive it will do 4 damage to infantry, 2 damage to vehicles, and 1 damage to tanks.
