This is done by Admin preference and usually in accordance with the amount of boosting taking place on the server. An in game message will probably be more effective or skype.

Aye, it also depends on the competition on the server. As I know nothing about Mars3, I won't say anything about the competition. But generally if there's little or no competition, garrisons probably won't be released and if they are, they will be of lower crystal count. But if there is a good amount of competition, garrisons are generally released more often.
