Its called energy carry over, and it works with any weapon that does energy drain when your opponent is at or is forced to 0 energy.

So if someone uses an energy grappling hook to drain your energy to 0, then uses call of lightning, it will do its damage range +50 damage that wouldve been energy drain.

No need for these wild assumptions.

This also confused me when I came back to the game after a few months break. Someone told me it's a bug, but then I went through old news items and saw it's explained.

I think it was one of the best changes they made to the game from the old system.
