As for your first idea, I think that's a really interesting thought. I am worried however that it may make it very hard for newbies to improve their position during the era itself, perhaps only make this apply to teams holding relics or such? I'd suggest making a suggestions topic, ideas tend to receive a lot more feedback there!
The second - A lot of people have always wanted it, it is indeed quite an old debate. The problem is that when one such server exists, it may draw the users from other servers, sinking their income (and possibly jeopardising the game!). It's also a thing that it actually is really enjoyable to boost - it makes the game faster paced! I think what may interest you (and what I consider the most likely version of this) is
