For now, not really. Just tells your alliance who deals with what so the leader doesnt have dozens of messages in his mailbox. I believe its planned to be shown in the future to the world, so alliance leaders know who to talk to about specific things. If you want to talk about becoming allies, then you would talk to the alliances MoFA and if you had intelligence to share then you would talk to that alliances MoI.

I've seen alliances have multiple leaders, how do you set someone as a co-leader?

the "co-leader" is a bug =/
it is if some one were a leader in another alliance, then left it, then join a new allaince, then s/he's a "leader" in the allaince s/he joins

LOL then this will be asked alot that i Jion GOH in E4 since I left leading oVo and bringing all my members with me to GOH lol

actually it only occurs when your a leader and leave the alliance and a new leader isn't voted in. so if your entire alliance is joining GOH then it will not occur. since there is no oVo alliance in exsitence.
