This leads me to another question. Isn't physical damaging tanks too powerful? You don't use a lot of heat with bullets and they don't run out fast. This makes heat blasters lose a majority of its efficiency. In addition, this can save a ballistic mech 1-2 modules for resistance modules or armor modules. This makes energy weapons HORRIBLE. Most people agree that energy mechs deal the least amount of damage, but with the defense bonus, it makes them useless.
Rockets/Heat mechs have like 30-45% win chance against physical mechs, so they suck as well against them. Rocket/Heat mechs also win heavily against energy mechs, though not as much as physical mechs.
P.S. You can check my replays for the truth(same username). My replays aren't that professional, but you know what I am saying when you see me get completely demolished in 90% of my strategies(i fool around with lower levels, don't watch those). Personally I think I was a amateur until I made the mistake of using energy mech when I THOUGHT I got lucky with a 1 legendary and 1 epic energy cannons with 1 rare energy torso.
Physical weapons are good, but they are mostly legendary, so it makes sense that they are the most powerful. IE the Safe Shot(lvl 21 legendary) and the GAU(Lvl 22 Legendary). These are the strongest weapons at that bracket, but they are SUPER RARE to get. That is why those are the strongest.
Aside from that point, there are very versatile energy weapons at that bracket if you know where to look. IE, the pitchfork series(22-24 common), are very powerful and deal a great amount of damage. The Big Blue Blast(lvl 20) is incredibly strategical, as you can use it to force your opponent out of the 2-4 range if you simply equip 2 of them.
The game is much more than damage, electric build are "weak" because they have no damage. But, they have the ability to devastate the opponent's energy supply, dropping their drone damage and tactical devices(harpoons, charge, and teleport). Think more "outside the box" and you will probably realize that
