I'm not sure if this was intentional for any reason, but in the shop, under the resistance and repair kit section the level 17 resists are +16 at $1700( I think I'm on phone so can't look) and the level 19 resist kits are +15 at $1900. So Numbers might be a bit off but either way the level 19 kits are more expensive and give you less resistance.

its the same with level 11 kits giving +11 resisit, and the level 13 kits giving only +9 yet costing 200cr more.

there maybe even more such glitches, i have not looked through them that thoroughly.
