In one of the worlds I am playing in there is a ridiculous amount of op farming happening. I have seen close at least 60 ops farmed byt 2 different alliances - and I'm sure there was plenty more that i did not see. Reporting it does not seem to help as there does not seem to be any repercussions to the cheaters (or at least I'm not being told thereof) and the admin takes long to read messages.
I understand it is difficult to police but you guys really need to take a harder stance against this. It is extremely difficult for honest players to keep up and compete against others with such a significant advantage due to cheating.
For confirmed cases I believe nothing more than an era long ban is appropriate - no warnings, just ban them. Even a simple mass message from admin to all stating something to this effect will go a long way at preventing.
Let's hear what others have to say about this...

u can always send a msg directly to the admin, stating "I'm thinking there is a farming in this area *give coord*, can u see it for me. Thank you"
depends on the activity of the admins, u will get a reply in at most 24 hours.

In faster speed worlds the outposts can be gone before the admin logs on (on a 3 ticker 24 ticks = 8 hours which is what a person sleeps per day). So please, give us the coordinates to the area, the person making them, and if you could, the person taking them. It will help SO MUCH if we happen to be just a little to late to the crime scene instead of being directed to an open area next to an alliance.
And the thing is, its hard to ban someone on the grounds that he took some outposts, unless you can prove that he asked the farm to make them, which is hard. But what I normally do is put a admin marker on his account, that can be seen by all admins on all worlds and write a note on his account that he is suspected of having friends make outposts for him. And if it happens again, then I have grounds for bans. I know its not as swift and easy as players would like, but you know just as well as me that if some random outposts popped up right next to you with no defense you would take them.

I have to agree with Simmen on this one.. It happened on the world that I admin as well, it is hard to ban for. I've seen it happening on a world that I am playing as well, but I know from experience it's quite difficult to prove. Luckily the case that I saw happening was quite obvious, as the person that was spamming the outposts was conquered by the person that was taking them, and this was about the 20th outposts he had spammed for him, lol.

How can u use the admin marker for that? but I agree, it's very hard to catch all farmers unless the admins are online for 24/7, which is nearly impossible unless we appoint two or three admins, each have a "shift", on a server and they have to always be online on his shift. But then come the salary issues, so it's pretty hard stuff.

Thanks for your comments guys. As I said, I understand this is hard to police. I have been reporting quite a few instances i saw and always give full details: who is taking, who is building, location, tick, etc.
Often the offenders still have lairs around their hive from such farming exercises. This in itself should go a long way in proving it. And these ops should be removed as well as banning the culprits.
Not all instances are easily spotted but when 20 ops are suddenly placed around gates all at the same tick and then attacked the same tick. This is clearly farming and if someone reports it should be acted upon. Punishment could include: - banning - removing ops - deleting units and/or resources from the offender(s)
P.S. I still think a mass msg saying that anyone caught will be banned for the era would go a long way at preventing this.

I know that I personally remove all OPs when I get reports of it. I can't say I know exactly what other admins do, but I'm assuming that they do the same.
And a mass message wouldn't do much. It would work for max 1 era.

OP farming will be banned temporary until they have proof that they are not farming or they won't do the same again.
If they don't have, then it's a permanent ban.
