Colonies cant be deleted manually, they are auto-deleted after 8 days of inactivity. After that you may create a new one.

This is correct, you cannot delete your colony and start again, however; going inactive for 8 days (16 if you're a supporter) your colony will be deleted and you can have a fresh start.
