mines as in resource outposts can't be built. U have to take those by force.

when world is reset admin spreads metal mine/oil well everywhere you must attack them with your troops!

watch out if one already belongs to someone check if they have army inside!! ;)

There used to be a bug where if you nuked an outpost it became one, or something like that. But that isnt in the game anymore so it doesnt matter ;)
