If you want to balance this, you should simply up the usage for heat. Make it follow the evil flame usage model. Evil flame is 23 heat per 20 heat usage but cost no energy. Perhaps make the heat usage be around 40-50 heat.(This thing basically replaces meltdown and overpowers it.)
Other interesting ideas. Switch the usage costs for the axe and hammer. Axe uses energy to do heat damage. Hammer uses heat to do energy damage.(This gives other mythicals weapons a purpose but introduces odd quirky mech ideas.) I really like this idea as people who many not have the modules to play sparks, yoshimo might take up the Hammer. As people who may not have the modules to play meltdown may want to play the axe.
