You can't... You can be friendly with another alliance but you can't protect their ops or colonies. If you try you'll end up attacking them.... Okay... I hope I helped unless I gave the wrong answer which I misread the question.

you can not merge Rising Through is correct youll end up attacking so dont try to help defend a different alliance
