I do not believe so as settlements do increase overall population but that population does not count towards workers(who give resources) as far as I know.

Settlements do not produce any resources on their own, they do however increase the maximum population you can have by 200 so indirectly they affect your resource production by allowing you to have more than 500 workers.

in the old client, the max population no matter wat was 1000, can you go higher in the new client with settlements?
