If you Launch your ships with extra eta, will your ships that are hovering over your location get locked down?

Ex. you launch for an OP with eta 3 and add 2 to make it 5. later the OP you are launching from gets locked down. Do your ships still launch or are they locked down?

Lock Down wont affect units sent on a delay, assuming of course that they were sent BEFORE the lock down occured.
