I am so sorry, I miss understood your question.

The answer is No,

Until your ships actually leave your OP, they are not in flight (can be attacked, in place) and show up as being on the starting OP.

They have not left the OP until the extra tick go away and you are in flight, scans and everything will show them sitting. Only ones that can see is your alliance and they can see the extra + on the attack.
