It will be GIFT, almost hands down, not because of skill or activity but because they will have 5+ subs and that boost bar will jump. Same way those same player have won the past 5 eras. Remember when the era ends you read it here first

I only ever win because of all the armies my subs kill for me and all the tokens I buy. Right? Never mind we never lost a major battle, or that I haven't bought tokens in over a year... I think you are completely right.

Boosting is a very common phenomenon in BD today, but GIFT members are some of the most dedicated that I have seen, and always responsible and available. Some might boost more, some might boost less, but that hardly gets you a victory. I planted a colony on E4 to watch, but I dont see 5 GIFT subs. Even if there are, the main alliance mostly does the killing, like we saw in the IMTA and WDK wars on E1.
