The high sentences are meant to demonstrate the degree of the crime. You can get 15 years for a crime, but say you had multiple instances of the crime commited, the years stack. Same things apply to civil cases such as the music industry who charged the single woman millions by stacking hundreds of thousands of damages sued being repeated and stacked based on number of items downloaded/shared.
Its just a legal technicality, once life without parole is in place, the criminal rots irregardless how many lifetimes you put on him

demographics play a much bigger part in keeping crime down, compare homicide rates in USA with homicide rates in other developed countries with no capital punishment. Heck, norway has some of the best crime figures in the world despite all the controversy over brevik's jail, the system works.
