You're right apollo, no units are allowed to leave for the duration of the lockdown. But more units could be sent to it.

you need level 4 spy construction and 4 spy infiltration tick on the target, and if i'm not wrong the person can't reloacte ether?

don't forget to 20 energy to activate...
Can't relocate? Really? Talk about lowering the chances of someone running with the higher relcoation cost ontop of which you can stop them from relcoating.

That is correct, lockdown on a colony blocks relocation as well, jamming however does not.
