whenever i go to conquer a colony it says i cnt because its already conquered, who can i attack and is there a way to conquer these places tht are already conquered?

when a colony has a flag the top is its alliance and the bottom is who it is conquered by it wont have a flag if the colony has no alliance and not conquered you can only conquer colonies that have not been conquered
