I have 3 control ticks on a settlement i made, and i'm trying to relocate from Africa to Antartica. it says i need 15,000 oil, that seems like alot compared to the last client, will this number ever go down. I'm not a donator, so it seems i wont' be able to relocate directly there if it doesn't.

you can get that much oil it is max oil for a non donator
