you can only send to people in ur alliance, and only if you got converter level 5 or be a suporter

Yes he has pretty much rounded it up.

But as an extra fact - If your a supporter then you would have the additional feature of being able to send out tokens not just resources to your mates if you want them to rise above with yourself.
