Can someone please explain to me why;

1. We don't receive contributions from conquers who are on vacation?

and

2. Why we can't force relocate those on vacation?

1 because they removed them from ranking list and this was an unwanted efect from that and they are now probly removing the vacation mode feature.
2. no idea, because they felt like it is gues =P

I'm not an Admin, but I'm quite sure it was so that people that abused the vacation mode system would not keep their rank. For example, person A is first with 100 crystals, but his alliance is under attack and he will most probably lose them. So he goes into vacation mode to keep his crystals and keep the first spot. This is unfair to person B in second place who may be from the opposing alliance, and who deserves first place. Therefore players in vacation mode are removed from the rankings giving person B the top rank.
