Your army doesn't come with you when you relocate. You also need to have all units at your main base into squads before you relocate anywhere to.

So if u relocate u got to be quick getting your squads back on your base OR u can build new units...

Initially, in order to relocate you need an empty base, this means no units in building mode or units stationed at base. All units would need to be away from base.
