Here's my question... Do the bonus resources contribute to ONLY the holder or to the alliance?

Welcome back.
And like Simmen had said above it contributes to the whole alliance your in.

But whoever owns a Metal/Oil outpost it will be seen on having the same effects of having an outpost but without your flag on it.
