Is it something you just say, or is it official?

Yes, to get a substitue alliance for the mother alliance then you would have to PM someone or vice versa in order to lead the substitute alliance.

They are there to just help the mother alliance win the round.

subs are not exactly the best thing
1. u cant conquer them!
2. they steal your conquers!
3. sometimes not reliable

well thats my opinion...

If this helps you even more in addition to all the other helpful posts above:

- Subs are un-official. They are manually managed.

- Subs can still attack the 'mother alliance', because subs are not actually registered to a certain alliance, they are basically people who play in the name of the 'mother alliance'.

- Subs are friendly, not allied. They can still attack and conquer you. They can still take your crystals and relics from you.

----
How do you get an alliance sub?

PM a trustworthy player and ask them to lead a 'sub alliance'.

Remember that although sub alliances may be reconized as "official" to you and your allies, the game system reconizes it as an independent alliance.
try not using red, it's used by moderators to warn people, i changed it to pink

I guess my follow-up question to this is
why are subs frowned upon by the general population?

I came into this game thinking that the alliance cap was 24 players (that's what all the guides stated), but after joining, I found out that it was changed to a 14 player max. However, I am expecting around 30 players to be joining this game with me. So since we cannot fit them all into a single alliance, we will be employing the "unofficial sub-alliance" so we can all still be on the same side at least.

One more point, I actually agree with a alliance cap, but to me 14 is a very tight cap.

There was a 24 Player Cap but it has changed since it was seen to be a massive advantage for many alliances.

The 14 Player Caps are for servers:
- Earth

The 12 Player Caps are for servers:
- Mars
- Fantasy

Hope this helps for you to have a better understanding of how many people can be in an alliance.
