I am trying to find out a good location to build radar outpost.
have a question: radius for satelite scan and radar outpost are the same? or one bigger than other?

Interesting question, I think no one has tested this, yet. For your good luck I just did. Satellite scans have a larger radius. Radar towers main advantage is that they are permanent.
