Ok when you relocate, do your squads relocate with you? If not how do you successfully relocate to a distant place?

Nope, squads stay where they are.

First you have to build a settlement from an outpost. Then in 24 ticks you can relocate if you 72 control ticks.

A settlement doesn't need full control ticks when you need to relocate, only your colonies control ticks need to be done.

Answer to Question ...

1. Initially, in order to relocate you need an empty base, this means no units in building mode or units stationed at base. All units would need to be away from base.

You may be right depending on some servers that you may play on but the ones i play on, you have to have units away from base.
