i made a outpost but what can i use it for? it doesent let em do anything in it

you can station troops there of upgrade it to a missle silo, gate, radar, or settelment

Click on the outpost itself, there will be options to upgrade it.
You'll need certain level of structures before you can get all the types of upgrades.

Just some facts on the cost of some options on the upgrades of op's
Gates- 750 metal / gold & 250 oil / lumber
Radars- 500 metal / gold & 250 oil / lumber
Nuke- 1000 metal / gold & 250 oil / lumber
Settlement- 500 metal / gold & 250 oil / lumber
