I believe he is referring to how he has a spy recruiting but the option to recruit one is still there.

It will still be there but he is unable to recruit 2 so not really a bug.

i had this bug in earth i had made 2 spies but both the spies have to be at the same loacation back then we used to plant a agent if we nedd to plant agent i would have to move both the spies into the same place before doing something
anyway its usless to make 2 spies :ugeek:
