Any sort of picture editing software would work. I use GIMP, it's a free, easy to use software. You can just google the download.

Basically, you make a square within the specified dimensions, in this case it needs to be exactly or less than 150x(I keep forgetting the length...). Throw some fancy pictures in there, and you'll be good.

You can make signature via control panel and if you are asking about image signature you can just google it.
