So the idea here is to have enough friends that they won't want to go for on the bounty on you?
Or are you supposed to limit the number of colonies you conquer?

The bounty system details will be posted after it is released and finalized but basically it's a way to get back at your conqueror or put incentives for others to help fight your enemies!
-Andrew I think it backfired, look at Andrew's E3 bounty, 25k Metal and 13.5k metal
