xXXx isn't running... they have lost some "Space" due to MES attacks, but xXXx is making their moves to engage MES soon..
You need to give them at least 4 days to re-enforce the region and attack MES before we can be certain they are running.
As it looks to me they are just now arriving to re-enforce the region.
