It would slow the game down (if done between opponent searching and battle).
And as most of the time, when levels are uneven, the lower level wont accept the bet (having on average, a lower chance of winning).

I think the only way this would be workable, is if the bet wasn't against the opponent, but against the computer (as a bookie) and the amount you win is based on the level difference (e.g. beat the same level and double your bet, beat a higher level, and triple your bet, beat a lower level and get an extra half).
And rather than typing in the amount you bet (slow), you can choose to bet the winnings of that battle (by clicking a button during the first 2 turns of the match).

this is essentially gambling and i'm sure that's disallowed at bd or games in general in the us or the world.

and think about the effects it would have on people. think of the people betting large or many small wagers and losing lots of money in real life. the same thing would happen in sm

Uhm ever heard of virtual poker? Gambling with a currency with no real world value is completely legal.

I'm not sure of this because it could be abused if people just get their friends to bet and then just shutdown/walk for the whole match allowing someone to gain money a lot easier
