Can spy actions be done on Metal mines?

Edit-Bt i had heard somewhere that we cannot do spy actions on Admin;s things...is it true?

Spies can be done on everything except when their owner is the admin of the world you are playing in. Any relic (relic, oil well, metal mine) or garrison cannot be spy attacked while under admin control. Once a relic is controlled by a player, spies are able to perform covert ops on the player controlled relic.
