No, it cannot. You also cannot deactivate it while it is deployed.

Actually, I was able to charge my shield while it was active. There was an army attacking me and I just charged my shield.

active here means when the shield is raised, u have a blue transparent bowl on ur colony. At that time, u can't do anything but to wait for the shield to end

Active meaning they have caused it to turn on.
