Firstly if you need help getting to become a top player you can apply for a mentor here viewtopic.php?f=401&t=1036 by filling out the appropriate from.

Also to get members to join your alliance you have to either invite them by clicking on their colonies and select send invite or you can change your alliance status to open in the my alliance tab which is in the community section and wait for players to join you.
