I came to an assumption that portals let you teleport from one place to another in a matter of a tick at most. I dont know if that's correct so that's why I'm here... If portals are used for teleportation then how can I do it??

You have your squads on a gate or someones base who has a gate in it and then you click the units that are on it and connect it to the next gate/ colony with a gate on it

then at the bottom right I believe it is, where it shows how many ticks it takes to travel/ launch to right under it it should say Teleport or something around that with how much mana/Energy it'll take up
